The 21st century humans entered the development and utilization of new era, ocean global technology has entered the frontiers of the technological competition, and become the focus of international against one of comprehensive strength. Our coastline in China is for 18,000 km. The ocean economy has started into their national economic development planning, Ocean programs already alignment with the high-tech as basis, oil and sea transportation development as the main sign the comprehensive development and utilization of stage. Ocean science and technology development, especially the ocean high-tech has become the new technology revolution the important content, Ocean technological advances have measured as the overall level of national science and technology and the important indexes and Ocean power.The recognition and analysis of underwater image is the key to develop underwater technologies and develop the Ocean environment. Underwater imaging technology at home and abroad have made many perfect results, but now there is very serious optical attenuation even in the most pure water, and turbidity water more seriously impact on the underwater target image detection range and images definition from underwater, the image is often submerged in various noise. The aim of this article is to try to enhance with real underwater image, improve image quality and make the image more in line with the human visual characteristics and machine recognition requirements.This article first introduces the main method of underwater image enhancement and development trend, and presents one new submarine target image survey method - - submarine inhomogeneous optical field picture target survey method, namely presses in the aqueous medium light weaken rule distributed inhomogeneous illumination optical field theory, and corresponding concentric beam submarine observation technology and image system, and obtain good underwater image of overcoming background noise and scattering. Then introduce some common methods of underwater image enhancement, and do verification and analysis through experiment. Then this paper discusses the method based on partial differential equations of image enhancement processing, and decomposing again for real underwater image were analyzed. By the experiment verification,the method of using partial differential equation to decompose and enhance enhancement underwater image effectively reduce fuzzy of image details, make outline clearer. Enhancement effect has further improved.
