As China's higher education reforms more deeply and her vocational education advances further, more attention has gradually been paid to the vocational college faculty's construction. It will be helpful to build up a well-functioning, informational and professional technical title assessment and management platform and to apply sensibly the information management technology in faculty's technical title assessment. The platform will optimize the vocational colleges' process of the technical title assessment, raise their management level, improve their service quality, and evaluate more objectively and more fairly the faculty's work and performance. Thus, the faculty's initiative will be fully stimulated and their comprehensive quality will be improved.As an Advanced Collective on Vocational College Faculty's Construction in Shandong province, Laiwu Vocational and Technical College has always been attaching much importance to its faculty's technical titles' appoitment. There are 682 personnel in service in the college. Like most of the other vocational colleges, these personnel can be classified, in terms of different posts, into administrative staff, teaching staff, students administrators, experiment administrators, archive administrators, financial administrators, librarians, logistic personnel, etc. The assessment criterion for each post can be divided into the following aspects: length of service, educational qualifications, academic degrees, achievements, abilities, attitudes, democratic appraisal, etc. while each post has its own assessment method in accordance with its responsibility. For example, the teaching staffs achievements can be assessed in terms of teaching, students administration, and academic research, for each of which there are well-organized and detailed rules. In recent years, to add more characteristics to its construction, the college endeavors more to cooperate with many enterprises and the two counterparts will gradually become soundly-integrated. Some of the college personnel need practice by doing fieldwork in businesses and some of the business administrators will instruct the students in their on-campus practice. This new situation demands that the faculty's technical title assessment system be improved more and more. So how to assess the faculty's technical title fairly, justly, and openly is an important task that the college is faced with.Aiming at the index system of the faculty's technical title assessment in Laiwu Vocational and Technical College and its current situation, the paper designs a technical title assessment system for vocational colleges' faculty. According to Laiwu Vocational College Faculty's Technical Title Assessment Method, referring to and integrating with the merits of some software of the same kind, taking the suggestions of some college leaders and teachers, and considered from the angle of the practical demands, the system analyses and describes its demands in a detailed way, and on that basis, it designs a detailed scheme, including the system's general structure design, the system's module division, each module's primary functions, the database's design, and the realization of each part of the system.The system adopts Browser/Server's three-layer framework design, under which the user's interface is realized through WWW browser, few part of affairs logic is realized through Brower, and the main part is realized through Server, the so-called 3-tier structure then formed. As a result, the client's computer load can be simplified, the cost and the workload of the system's maintenance and upgrade can decrease, and the client's TCO can be reduced. The system has such merits as powerful function, superior quality, simple installation, and sound security system. The framework, with such fine qualities as extendability, transplantation, and maintenance, can effectively protect the data platform, control the SQL Server 2000, secure the server's database, and manage various information collectively.The system development adopts the ASP technique and the general idea of module design, which enable itself interactive, user-friendly, and open-ended qualities. The system is designed on the principle of humanity and intelligence. So the administrators can more directly on the platform input, output, modify, or search the massive operation data regarding the technical title assessment, process the massive criteria among the index system, generate automatically the performance appraisal results, and make preliminary analysis.The points and achievements made in the paper will be of some practical and referential significance to the development and application of the vocational college faculty's technical title assessment and management system.
