Study On Government Records Access From The Perspective Of Archives Management

With the intensifying of China's market reforms and accelerating approach to democracy and legal system, the government began to streamline itself from a highly centralized government to a service-oriented government. Government has become the constitutor and defender of social life rules and orders. Government is facing a series of difficulties in the process of transferring its functions, such as reduction in government power, downsizing of executive staff, improving the administrative efficiency, enhancing performance of civil servants. Concerning all these issues, government records access is becoming the key points of government transformation. Government records are related to the data of social and economic life, so they form objective archives.In the past, the government resources and information were confidential. The processes of decision-making and legislation were rarely open to the public, thus black-box operation was relatively common. It was the prerogative of government and main duties of civil servants to acquire, manage and preserve records.When it comes to the moment that government makes efforts to transfer itself into a "fair, just and transparent" administration, records management becomes a tough job. On the one hand, government partially opens political records to the public, which expands the civil rights to access public information, participation and supervision. On the other hand, publicity of government records and information began to be related to invasion of citizens'privacy. This increased the difficulty of confidential affairs. Records management, preserving, and publicity forms an important part of government work.On the basis of studies on the experiences of records management home and abroad, and proceeding from China's actual conditions, this paper analyzes the necessity of government records access and urgency of legislation on records management. The author proposes the basic principles and implementation plans of legislation on government records management for the sake of contribute to China's government records access and management, building a transparent government and harmonious society.
