With the rapid development of modern computer, communication, and network technologies, the web sites of "e-government" are developping and setting up at a remarkable speed throughout our country.There are some reasons to build a web site of Local Tax Bureau of Nanyang, in Henan Province. The belief of "Opening the government affairs to the public" should come first. It should provide the taxpayers a universal platform on which both of the public and the administration will communicate without any delay in time.. Helping taxpayers handle the hot and intricate situations, the web site also serves as a bridge between the government and the public and a platform to exchange and publish information. On the other side, the web site also is a platform to deal with revenue management, inner information service about the bureau, and enrich the public servants'life.Adherence to a series of the guidelines such as overall planning, focusing on the key points and so on, we design and set up the web site. Forming the site architecture and operation pattern, the web site is a basic platform for dealing with bureau routines and tax business.Almost of the system functions and business logic lies in the business layer which belongs to the three layers. Business rules, data access and validation etc can be processed in the mid layer. The client, which doesn't interact with the database, set up connection to the mid layer through components and in turn the mid layer would access to the database system.In order to reduce the coupling of the components and rise the scalability and maintainability of the system, we use " Struts+Spring+Hibernate (SSH)" in the development of the web site. The reliabity of the system is ensured through SSH, meanwhile, the productivity of softwares increases largely because we write much less codes.
