| This paper begins in China's development and municipal government system needs a full video conference analysis and research, from the basic concept of the video conference, focused on image transmission and coding issues related to analysis of introduced H.261, H.263, MPEG-1, MPEG-2, H.264, MPEG-4 and other several representative image coding standards and algorithms. Then on H.320 and H.323 k frameworks were compared and discussed, finally proposed the framework based on H.323 video conferencing network design solutions for municipal government. Done using information to promote the Beijing Municipal Government Administration System was originally conceived as video conferencing, conferencing system to achieve government information, efficient and economic technology.The municipal government of this paper is based on H.323 video conferencing system based on a common framework, through the Polycom MCU high-definition conferencing terminals and video conferencing systems on the existing business integration, video conferencing systems for the government to provide services such as high definition and double the mainstream technology application.
