In order solve the issue that resources like physical cards and IMSI are wasted and environment is polluted due to card discarding resulted from net churning or IMSI number change, Hebei Mobile realized the recycling and reuse of physical SIM cards and IMSI data, which conforms to the state policy of energy-saving & emission reduction and cut down operational cost of the company.At first, the paper describes the architecture and function framework of Business & Operation Support System (BOSS), as well as the implementation of interfaces between BOSS and remote card writing subsystem. After that, the paper performs analysis over the requirements of SIM card recycling and reuse based on BOSS. The analysis elaborates functional and security requirements of the system from aspects like:interface design and function improvement points in terms of supporting different business processes, roles, and business scenarios, different SIM cards manufacturers can format & rewrite card data in parallel and accurate manner which requires interface interaction secure and consistent, analysis optimization over SIM card and IMSI data recycling abnormalities.The recycling of SIM card mainly realizes operatoer will SIM entity card,IMSI recovery,That is in the original SIM card will personalized information,include IMSI,personal identity code information such as formatted。SIM card reuse mainly realizes SIM card and IMSI be reused,which means personal information will write again,include IMSI etc,heavy personal process.In view of practical business development of the company, business processes involving deactivating cards and using new cards need re-redesigning, so as to determine the key points of services and consolidate & optimize old business processes to make operation easy and service operational specification reasonable. For those discarded SIM cards before newly-delivered system, separate formatting interface is provided for formatting. After the requirements are straight out and system design principles are made clear, system design solution is presented, including physical networking diagram of BOSS and remote card writing subsystem, along with elaborate design of each SIM card recycling and reuse process implemented in BOSS. System function structure of each section is elaborated and database table structure, later elaborate design solutions like processing procedures, operating interfaces, tests and problem optimization are also described.After 12 month development & test, SIM Card Recycling & Reuse System by Hebei Mobile has been accomplished on schedule, with flexibility in implementation. According to the feedback from staff, the system is of easy operating and highly applicable, which makes the SIM card recycling work regularly and provides experience for implementing similar requirements in BOSS in the future.
