Total control is a major step of strengthen environmental management institution in the future. The design and development of integrated management platform for total reduction is an effective supervision and management tools for the total control.The overall objective for the Development of platform system is provide a solution of pollutant total reduction emissions monitoring and management software system integration solutions for the provincial and municipal environmental supervision bureau. Use established network communications environment to achieve information processing, transfer and sharing, assist Total reduction management Work. Improve the environmental staff working efficiency.Sharc environmental information resources more effectively to support management decision-making. Improve environmental management and decision-making scientificly.Provide the services for the object of environment monitoring framework.From the theory of Target total control point of view, and the requirements of national "Eleventh Five-Year" plan of total reduction and with Inner Mongolia domestic Situation. Furthermore, according to the research and analysis of the user's system requirements, we designed and Implemented of integrated management platform of total reduction.This research includes the following aspects:First:Investigation and study the documents of National "Eleventh Five-Year " plan of total reduction. Detailed analysis and design for the database. System design and development use popular three-layer design mode. Described system process and interface in detail. Set up a test environment for system function and non-function test. The test results show that the system design and development achieved design objectives. Meet users'requirements. By the previous of experience in project implementation, proposed the question of the system implementation and deployment what need to be paying more attention Insured the promotion successfully.Because of Total reduction integrated management platform's development and implementation, Environmental protection department of Inner Mongolia Automous region achieved total reduction control.
