As the development of The New Curriculum Reform, the researcher on effective teaching is spreading like an all-consuming fire. As everyone knows, teachers are organizers in classroom. With teachers playing an important role in effective teaching, it's necessary to find their perceptions on effective teaching. There are many researches about the teachers' perception and their teaching behaviors, many researchers found that teachers'teaching behaviors were consistent with their perceptions. But in teaching training, there is an contrary conclusion. That is, there are other variables affect their relationship. So, form the view of the teachers, the study is to explore their public view of effective teaching and the transformation mechanism between teachers'perceptions and their teaching behaviors.The research includes two parts. First, we collect titles through the open questionnaire, on this basis, we complied a teachers'public view questionnaire of effective teaching. Using project analysis, exploratory factory analysis and confirmatory factor analysis to explore and confirm the structure of the teachers' perceptions on effective teaching. Testing shows that the reliability and validity are both well. Secondly, we used the teachers' public view questionnaire on effective teaching, self-Regulated Teaching Scale and the Teacher behavior Scale, measured640teachers in different regions and schools. The purpose is to examine the relations of the teachers'public view of effective teaching, their self-regulated ability and their teaching behaviors. The main methods used were ANOVA, correlation analysis and SEM. The results are follows:1There are four factors in teachers' public view on effective teaching:teaching skill, teaching achievements, teaching emotion and teachers features.2The teachers have appropriate public view of effective teaching; the secondary teachers'public view of effective teaching are different from the elementary teachers, who pay more attention to teaching emotional and teaching achievements. Their public views of effective teaching show some of the trend of development:1-5years is the ascending period, after20years reaches the tiptop. The concepts of teachers in city are more appropriate than the teachers in rural and in county.3The teachers'self-regulated ability differ on the four dimensionalities:the ability of planning and self-reflection are better than the abilities of regulation and evaluating: there are no significant differences on planning and self-reflection: high school teachers are significantly lower than primary school teachers on the four dimensions.4The teachers'teaching behaviors differ on the five dimensionalities:the ability of instructing is better than the abilities of discussing, the primary school teachers' behaviors are better than the high school teachers'behaviors; the city teachers' behaviors are better than the rural and county teachers.5The teachers'public view of effective teaching, their teaching-regulated ability, and their teaching behaviors are positively related; the teachers' teaching-regulated ability has mediator effect between their public view on effective teaching and their teaching behaviors.
