Community Workers In The Community Building Role Conflict

With the advancement of the urbanization process, the government pays more and more attention to community building.The community building is the base of urban grass-roots democracy political construction, and is an inevitable requirement of China's economic and social development. Community building work is related to the fundamental interests of the majority of community residents, the urban material civilization, political civilization and spiritual civilization construction, and has very important significance to the advancement of building a moderately prosperous society.However, due to the transition period of political, economic, social and cultural development is unbalanced, different interest groups has obvious contradiction, the Government and the public's contradiction continue to intensify, the social is full of a lot of discord and unstable factors and now China can be described as perilous.In the institutional context of the "units" to "community", community committees became the Government and the public's link points.Community committees are not only the extension of the grass-roots political power of the government, but also is with the property of residents' self-organization.Forced with its dual identity, community committees became the direct bearer of conflict. And community workers as the perpetrators of the specific work in the process of community building, due to the requirements of different roles from government, community residents and itself, resulting in a conflict of rolesOf this paper is the core issue:the role conflict of community workers in the community building is caused by community workers, the system of government, community residents and their own different role requirements, in the final analysis it is resulted by Chinese characteristics.On the one hand, community committees are mass self-governing organizations of community self-management, self-education, and self-service. On the other hand, neighborhood offices and relevant government departments on the functions of the community committees is "guidance".However, this relationship of "guidance" has been transformed into "leadership", which is determined by State and Society relations.The role of community workers is most government administrative role, deviated from the original intention of from the masses and serving the masses ".Conflict of roles of community workers reduces enthusiasm for work, affects the relationship between community residents and the community neighborhood committees, and sharpens contradictions of community residents and the government, all of these is not conducive to stable social development.Therefore, this study attempts study vein community building as an example, and researching the role conflict which community workers face through the process of the construction of " vein community", then analyses the results from the government, community residents, community workers. in the special view of sociology, using the paradigm of "state and society" and social role theory for the explanation of the workers'role conflict interpret the reasons of the current Community building is facing many difficulties and offer some suggestions in order to prefect community building systems and policies.
