Currently, the province of economic form is in the last stage of rapid development, and comprehensive strength is increasing accordingly. At the same time, in the background of science and education strategy, the development of my province public higher education has made a great progress. My province is public higher school personnel training and scientific research as an important base, at the same time the public higher education development in our province and the whole economic and social development makes remarkable effect increasingly, has gradually become the backbone of economic development of our province. Due to the historical and institutional factors, the public institutions of higher education in Colleges and universities fixed asset allocation in our region exists many problems, and show two main respects. On the one hand, the financial educational funds and resources shortage problems have become increasingly prominent; on the other hand public higher schools resources is idle, waste and loss to some extent , public university fixed assets can not get reasonable usage. Government spending and public higher school asset is unused, wasted, cannot get sufficient and reasonable use resulted in the current public university fixed asset allocation contradictions, a serious impact on our province public university fixed assets are fully utilized and restricting me to save the healthy and sustainable development of public higher school. How to further reform and perfect the current public higher school fixed asset allocation system, realize my province to maintain the integrity of assets in public higher school, optimize public university fixed asset allocation, scientific research institutions provide quality service and guarantee in order to make education. At present, obtain the best asset to use benefit, investment benefit and the social benefit problem, had become the current urgent need to resolve important issues, but is also the purpose of this research.This paper mainly uses the theory of the allocation of public resources, the use of literature analysis ,comparative study and the principal components analysis method, regarding Liaoning province 35 public undergraduate education as a sample, analyze public university fixed assets allocation situation, find out the existing problems and how to configure and achieve full public assets in usage of Colleges and universities , from the source to solve problems of public higher school asset allocation. Specific research steps are as follows: firstly, public higher school fixed assets of our province related to the meaning and concepts are defined, state the public university fixed assets management authority and scope and the characteristic, at the same time in 2009" Liaoning Province Education Statistical Yearbook" provides data, the province 's existing 35 public higher school build evaluating index, make principal component analysis, and using the software of SPSS, analyze existing problem of public higher schools in fixed asset allocation efficiency, and make comparison with foreign universities in the system and mechanism of fixed asset allocation. Making a analysis of existing problems of result of our province public university fixed asset allocation efficiency, finally find out methods to improve efficiency of our province public university fixed assets allocation.
