Chinese Universities Crisis Management Early Warning System Research

As an important education base, college is he basic for high quality of personnel training and improvement of the level of scientific research. In all kinds of external and internal factors which influence the crisis, crisis cause serious image to the university and cause losses of lives and property. To keep the health development of universities and find the warning based on some technology and theory, and make scientifically and reasonably warning for university crisis, avoid and eliminate crisis affect to the development of universities is for the aim of this study Therefore, this study on the universities crisis warning has important theoretical significance and practical application value.This paper establishes the early-warning theory system of universities crisis. Based on the discussing of connotation of universities crisis management, this study aims at a process of diagnoses to artificial immunity of universities crisis and present the content of universities crisis early-warning. Universities crisis early-warning is to establish an integrated and advanced universities crisis early-warning system; to estimate the state of universities crisis; to forecast warning degree, analyze the resource of warning; to table a proposal of "artificial immunity". Universities crisis early-warning can provide scientific evidence to the healthy development of universities.This paper establishes the universities crisis early-warning system. Due to the complicated and various characteristic of universities crisis, this thesis established the universities crisis early-warning system to accomplish the universities crisis early-warning. We establish the universities crisis early-warning system on the basis of the system design principle and function. The system included the early-warning information gathering subsystem, the early-warning diagnose subsystem, the early-warning signal subsystem and the artificial immunity subsystem. The early-warning information gathering subsystem, the early-warning diagnose subsystem and early-warning signal subsystem accomplished the warning function and artificial immunity subsystems accomplished the beforehand control function.In this research, we attempt to establish an early-warning diagnose subsystem to estimate and early-warning the actuality or the developing trend of universities crisis. Early-warning diagnose subsystem includes the early-warning index architecture and the early-warning calculation methods. Analytic hierarchy process and fuzzy comprehensive evaluation method is used to determine the comprehensive evaluation value.
