| How to provide necessary education for special children and how to deal with the relationships between special education and general education has been controversial in understanding and practice. However, most countries have adopted special education and general education side by side the two-track system in a very long period of time. Inclusive education was proposed by UNESCO in 1994 which had a tremendous impact on the traditional concept. Inclusive education emphasizes that education is a human rights and all students have the right to receive education in the common life. All students with disability should not exclude outside the general education system. Since then, inclusive education has had a significant impact both in academic and practice areas. Many countries have accepted the concept of inclusive education and put into practice gradually. However, what are the controversies and problem in the national status? This is the value of both academic and practical significance. So this paper adopts case studies to research. Focusing on inclusive education in Canada, the thesis explains the connotation of the concept of inclusive education, discusses the development of inclusive education in Canada and illustrated by the province of New Brunswick, this paper analyzes the specific strategies on the implementation of inclusive education. Based on this, it discusses the problems faced in the implementation of inclusive education.This thesis is divided into four parts:Chapter 1: This chapter makes clear the definition of inclusive education and the special student.Chapter2: This chapter introduces the development of inclusive education in Canada, its development mainly experienced four stages, that is exclusion, segregation, returning to the mainstream and including.
