Universities undertake training professional personnel, development of science and social services, which must rely on the teachers to complete. The colleges and universities' teachers are the soul and the core competitiveness of colleges and universities, and an important power of scientific research and social development. So, it is an important task of teachers'management to establish high-quality teachers'team. However, the overall quality of colleges and universities' teachers is very positive, lack of vitality, competitiveness and innovation, which is a large gap compared with the U.S.A. The most important and most direct reasons are lack of scientific, rational and efficient management system of colleges and universities' teachers. So, it is necessary to compare and research the college and universities' teacher management system of the America and China, drawing on the successful experience of the colleges and universities' teachers'management of the U.S.A, to produce sound and perfect management system of colleges and universities' teachers countermeasures.In this thesis, through the methods of the literature, the comparative law and the factor analysis, combined with the theory of the management, human resources management and education, I systematically compare our colleges and universities'teachers with the U.S.A, analyze on the university teacher management system from the teachers engagement system, the education system, the incentive system, the evaluation system and the training system, and conclude differences and identify the problems of Chinese colleges and universities' teachers'management system to produce sound and perfect management system of colleges and universities' teachers counter measures. At the teacher employment respect: changing concepts; setting scientific position; strict procedures; strengthening the legal protection; increasing the autonomy of universities; introducing external competition mechanism, etc. At the new teacher education system respect: establishing and improving policies and regulations; setting scientific assessment standards; establishing and improving the tutorial system, etc. At the incentive system respect: adopting the whole process and a full range of incentive model; differentiating motivation; developing scientific and rational incentive indicators, methodologies and monitoring mechanisms; negative incentives, etc. At the evaluation system respect: re-targeting; developing a new ideas evaluating teachers; attention to the evaluation of the whole process; emphasis on evaluation of feedback loops; establishing a comprehensive, scientific and systematic assessment system, etc. At the training system respect: changing the concept of universities and teacher training; innovative training content and curricula; broadening the channels for raising funds teacher training; training institutions, the diversification of forms and methods, hierarchical; establishing and perfecting the management mechanism, etc.
