| With the further development of economic globalization, the internationalization of higher education has been drawing the attention of countries’ governments and academic circles, which reforms the condition of education, research and social service, and bridges the communicative gap between domestic and international colleges and universities. As the fundamental base to cultivate talents, colleges and universities should constantly enhance competitive capability in order to keep the sustainable development, for the reason that it is necessary to guarantee a staff possessing the good quality and efficiency in the educational process. To realize this target, promoting the internationalization of the teaching team is the significant strategy to joint track with international standards in teaching theory, method and concept. By several of approaches to promote the internationalization of teaching staffs, retaining foreign teachers’ is the effective one to bring in oversea high quality educational resource and promote the development of the internationalization in higher education. In fact, whether can found a scientific, reasonable and effective team of foreign teachers’ directly influences the standard and level in a school-running.The construction of foreign teachers’ team in colleges and universities depends on the level of management. To improve the foreign teachers’ management and then to increase the efficiency of management is unavoidable problem for the management personnel. The management in colleges and universities is a systematical and complicate activity, covering the affair from different levels, different fields and different departments. With the obvious alternatives in management, objects, concept and methods, the imperfect of traditional management strategy results in the instantly reducing of foreign teachers’ work enthusiasm, even worse without an effective means to work out up to now, which leads to foreign teachers’ management has been ignoring and neglecting; as a result of historical factors and reality restricted factors. To solve the difficulties existing in the foreign teachers’ management urgently demand to further strengthen the theory and practice research of foreign teachers’ management. It is necessary to discover the cut-in point and breakthrough after rational reflection, focus on the identification and improvement management elements, develop the optimal allocation method of the management resource and constantly enhance the management effect. This paper’s research and discussion is on the basis of the above views.System management theory comes up with a fresh management method to realize the whole optimization, which is the theoretical system to systematically work out the problems and difficulties in management. The Third Plenary Session of the Eighteen Report stresses systemic, integrity and collaborative which highlights the correlative significance between system and composition in deepen reform of colleges and universities. To identify the management elements is the premise of the development of foreign teachers’management in college and universities. It demands the following steps, to determine the elements which influence foreign teachers’management, to find out the existing problems or the weakness, and then to make the targeted intervention for the sake of enhancing the management efficiency. System management theory emphasizes on that it is the system that is the body of any management is management, in other words, there is management without the system which consists of various elements so that accomplish the specific function. Based on above, this study aims at not only the theoretical application of the management elements in system management theory to the field of foreign teachers’management, but also the further study and analysis of the elements of foreign teachers’management.The innovation of this study covers the aspects as follows:firstly, this study provides the correlate definitions, covering foreign teachers’in colleges and universities, foreign teachers’ management and the elements of foreign teachers’management, all of which is the researching innovation in this study. Secondly, apart from the literature research and historical analysis, this study adopts questionnaire and depth interview to conduct the empirical research, which is a means to take the different points in the research field implementing comprehensive and dependable study; as a consequence, grasps the management content of educational administration, foreign affairs administration and logistics administration in colleges and universities combined with the management conditions of foreign affairs management department, for example, administration of foreign experts affairs, to comprehensively research and analysis the elements of foreign teachers’management, all of which embody the innovation of this study. Thirdly, the content innovation of this study reveals at two aspects:on one hand, based on searching abundant historic materials, the study makes the stage division for the first time of the foreign teachers’management in college and universities in China in the perspective of history. The study provides the evidence for transforming from experience-based learning to standardization and scientific learning on basis of analyzing the historic leap in foreign teachers’management from the period of Qing Dynasty, the Republic of China to PRC. On the other hand, i.e. the key aspect in this study, under the guidance of system management theory and the research of the elements of foreign teachers’ management, the study puts forward the solutions and suggestions for the design of scientific target,the manifestation of our era’s value, the normalization of social mental adjustment, the optimization of the organizational structure, the innovation of management mechanism, and the construction of informational and modern management technology, etc.. There exists important reference value for improving the efficiency of foreign teachers’ management, the rational configuration of foreign teachers’ resource in colleges and universities, and the guarantee for healthy operation of the system of foreign teachers’ management. |
