With the advancement of science and technology and the coming knowledge economy era, there are new requirements for intelligence structure of talented person, and the philosophy of education is also undergoing major changes. During that process, the model, methods and content of talented persons' training in universities are needed to reform. Music curriculum in universities autonomously selected by students in non-music education major or music education major aims to improve students' musical literacy, and also to promote their integrated development. That is a kind of courses which combined the music education with implementation in an organized and targeted way. Public Music Curriculum is an important way of teaching reform in universities. This paper focuses on the curriculum implementation, which uses the case-study taking University A in Southwest of China for example to research on the status of implementation issues and contributing factors. Related studies use varies methods, such as comprehensive literature research, interview, observation, and so on, to analyze the existing issues of the implementation, and then provide a theoretical and empirical support for implementation of Public Music Curriculum. The paper consists of five parts.PartⅠIntroduction. This part presents a summary of the relative literature at home and abroad, and describes the research reasons from three aspects as following:new requirements from the development of the society, new issues in the implementation of art education, personal experience and interest of researcher. After these analyzes, a clear research process comes out, and the researcher design a method which combined the case-study method with interview method.PartⅡ. The status of the implementation of Public Music Curriculum in University A. This part analyzes the implementation of Public Music Curriculum in University A from the aspects of purpose, content, approaches of the implementation, etc. The research results as following:although the main value tendency of the curriculum purpose is "quality education tendencies", some teachers still insist on "instrumental reason" value orientation; the course selection based on the children center orientation, which definitely influenced the range of the curriculum content; the implementation of Public Music Curriculum in University A includes two aspects, classroom teaching activities and informal activities. The existing issues in curriculum implementation in University A include the vague purpose in curriculum implementation, the random selection of curriculum content, the sole way of curriculum implementation, etc.PartⅢ. The analysis of the influence factors in the implementation of Public Music Curriculum in University A. This part analyzes the influence factors through the aspect of curriculum reform, the teachers, the students, and school circumstances, in order to make a clear understanding of the status of the implementation of Public Music Curriculum in University A. During the process of reform, the futures of pubic music curriculum, for example, the necessity, the complexity and the practicality, also can affect the curriculum implementation; in the process of teachers'development, factors like teacher knowledge, teacher beliefs, and psychology of teacher, can be the influence factor in the curriculum implementation; attitude and study manner of students also be the factors; concerning to the school circumstances, the influence factors conclude school culture, curriculum resources, teachers, etc.PartⅣ. The issues and strategies in the implementation of Public Music Curriculum in University A. This part provides the recommendations from three aspects: the clear targeting of curriculum implementation, broadening the range of curriculum content, and exploring the new ways of curriculum implementation.PartⅤ. Conclusion. This part prospects the future of the implementation of Public Music Curriculum based on the analysis before, and points out that we should strengthen the researches on the implementation of Public Music Curriculum not only in theory but in practice to improve the curriculum implementation in universities.
