However, what a large amount funds invested on education informationization has brought? How about the quality and benefit? In what degree the education informationization improve the education quality ? Therefore, the evaluation on elementary education informationization become one important research issue of elementary education's reform and development.Reformed and Opened for 30 years, under the Party and government's care and support, we have invested several billions Yuan to Xinjiang elementary education, for example"The Compulsory Education","The Country Distance Education","The Bilingual Education","Help-Xinjiang Plan", has improved the Corps and Local education informationization construction enormously. However, restricted by historical, social and natural conditions, compared with inland, the Corps and Local education informationization's overall level also obviously low and faced a series of problems: the conflicts between educational investment and demands, Corps and Local, the existed gap between the city and countries in informationization basic facilities, information resource development, information technology training; How to measure and learn about current informationization level? How to develop the education informationization construction further? These are the questions which this research needs to discuss.This research uses the current research at home and abroad for referrence, take the education informationization theory and the education appraisal elementary theory as instruction, establishes the more scientific evaluating indicator system.
