Public Participation In Urban Planning Research

At present, the public announcement of planning has become an important link in the urban planning examination in our country. Many cities have carried out various public consulting activities of urban planning, so the public participation is being paid more and more attention. But according to Arnstein's theory"the residential participation develops step by step,like a ladder", the public participation of urban planning is still at the symbolic participation stage in China.The community is the most basic but the highest degree in the public participation of urban planning. The community and the public has not owned the management authority of urban planning by far, and the majority of plans are still passed from the top to the low, so that public's participation is still a afterward choice. Besides, the participation degree of planning process is also insufficient. Looking from the related experience, the truely effective participation is not individual level participation, but the Community organizations' participation. Therefore,it is very important to establish the participation of urban planning system, and to mobilize the populace participation continually with the appropriate method of work.This article is a diagnosis investigation study, taking the junior middle school studengts in Nanjing who are above 18 years old as the investigation objects. It unifies the methods of quantitative investigation and qualitative investigation, using a number of methods to collect the the informationg, such as the literature method, the questionnaire method, the interview method, the participation and non-participation methods and so on. This article investigates the most real attitude and wish of public participation in the urban planning, and discusses how to establish the community planning teacher system which aims to reduce the cost of the community participation and realize the maximum planning benefit. The article's main part makes a descriptive analysis of public participation's situation in urban planning at present, and makes a comparision in the evolution process of public participation between China and the foreign countries. Besides, this article analyses the steps and the exist questions during the process of Nanjing public participation of urban planning. This article also maks an elaboration of the construction system of participation operation mechanism community planning teacher system's to the public. The fourth chapter of this article has explained the necessity and the feasibility of constructing community planning teacher system's in details, as well as tentative plan of constructing this pattern, including composes, job category, job objective,role localization, work content, method of work and so on. The last chapter of this article proposes some corresponding safeguard deeds, to assure the community planning teacher system being carrying out smoothly.
