Status And Path Research Of Rural Social Endowment Insurance

With the acceleration of aging in rural areas, the changes in family structure in rural areas, family support of old age is facing unprecedented difficulties. Development of rural social retirement trend has become a community consensus. China have carried out the rural social endowment insurance from 2009 in some areas, strove for achieve the whole coverage of rural social pension insurance by 2020. But we still need to explore for the constant improvement of this system, the lack of social care service in rural areas, the mental state of the old and other issues.This study focus on the current status of the rural social endowment insurance, the development of resistance and the path of this question based on the investigation and analysis of the farmers'attitudes and needs. The main conclusions and countermeasures as follows:First, the current rural old-age security is still primarily depends on family or their own pension. There is a time lag of socialization development. Emotionally speaking, rural residents still hold that family support is more happiness, but the farmers'needs are potential and urgent on social development of old-age security.Second, the macro factors restricting the development of rural old-age socialization are the constraints of social structure, the absence of government responsibility and ineffective implementation of policies in local government. Besides, the microeconomic factors are traditional values of rural old-age and the lack of experience of social pension system of farmers.Third, government should play a leading role in the process of rural social endowment insurance. Make full use of various resources in the system design, legislative protection, funding and management, etc....The role of the community group play better is the key to promote innovation for rural pension system and enhance the life satisfaction of the aged. We should encourage and support the development of private pension institutions, promote various forces such as social intermediary organizations involved in the development of rural old-age security. Solve the old age problem of farmers by increasing the level of rural social endowment insurance.
