With the social development and reform, rural issues continue to enter our field ofvision, in which the issue of rural land and as the "three rural" issue of the core issues,rural land use and circulation will naturally become a hot topic. Farmers Because ofits special status and determine the status of the strong attachment to land, the land asfarmers survival and development of fundamental rights protection of rural land issuesrelated to the success of rural reform. Construction of the new rural land transfer havebeen given a new meaning and mission, referred to seize the Third Plenary Session ofthe key rural reform and development, will be able to grasp the initiative in reformand opening up, we can bring new economic and social round development. As amainly agricultural production, Enshi Tujia and Miao Autonomous Prefecture(hereinafter referred to as "Enshi Prefecture "), Should be in accordance with the lawsof natural economy and ecological laws, to look to the rural land market and the rightto transfer land contract and other deep-seated problems, combined with their actualdevelopment of the land transfer system, and promote the Enshi City, the sustainabledevelopment of land transfer.By increasing the scale of expansion of rural land transfer, transfer forms, transfer ofmotivation to change, the main flow and operating the project diversification,increasing the market during the transfer process, transfer of earnings growth rapid,showing regional differences in circulation levels, flow channel diversification ,increasing circulation period of rationalization and rural land use and circulationissues arising from ethnic minority areas to explore the land transfer and economicdevelopment of farmers changes, In how to stabilize and improve land contractrelations, based on further guide and regulate the orderly flow of rural land use right,the impact of rural land factors, identify existing problems and shortcomings, andexplore new and innovative mechanisms for proper circulation, help guide the futureof rural land to better regulate the circulation, Increase rural incomes and sustainableeconomic development in rural areas, the land of the factors of production to achievea reasonable flow and optimized allocation, and promoting rural economicdevelopment and social stability has an important role. Finally, the paper conducted astudy with conclusions and prospects,and the existing limitations of papers aredescribed.
