After-school tutoring is an essential complement to the school systems, which plays an important role in the development of primary and secondary students. At present, more and more students participate in after-school tutoring and more and more people are engaged in after-school tutoring industry. After-school tutoring has a significant impact on formal school education, and also becomes gradually a new hot issue of education investment, shaping a huge after-school tutoring market. However, compared with the formal schooling, after-school tutoring with the hidden and market features, is difficult to be observed and monitored, and the relevant data are difficult to be collected. The rapid development of after-school tutoring market makes the study on after-school tutoring urgent and worthwhile.This paper carries out the study in the view of the overall Chinese after-school tutoring market, using the methods of theoretical analysis and statistical analysis on the bases of investigations. The paper explains the background and significance of after-school tutoring market, the concepts of the education market and after-school tutoring market, outlines the course of development of primary and secondary after-school tutoring market, analyzes its present situations from the aspects such as the students and their families, management and tutoring institutions'resources. Through the investigation, this paper summarizes the problems of the market, such as market disorders, low barriers to entry, low industry concentration, poor service quality, and finds the following causes of the problems:the absence of government supervision; the malfunctioning of the industry association; the one-sided pursuit of short-term economic interests of after-class tutoring institutions; the irrational attitude of students and theirs parents. To shoot the arrow at a target, the paper puts forward four strategies to solve the problems of the after-school tutoring market:the government strengthens the macroscopic management and regulation; the industry association strengthens self-regulation in the guidance of industry association; the after-class tutoring institutions strengthen self-construction; the students and theirs parents choose after-class tutoring rationally and keep eyes on the after-class tutoring industry.
