Urban Public Civilization Index For Survey Research

The civilization of city has changed after the commercial paradigm, industrial paradigm, ecological paradigm, many scholars predicte that a new"urban paradigm" will be born on the basis of rethinking about the ecological paradigm. the activity of creating Civilized city have started in China extensively Since the 20th century, which is complied with the trend of the development of human civilization and embodies the concept of scientific development, it is a new paradigm, named"urban civilization paradigm". In 2009, public civilization index appeared as an important tool of evaluating civilized city, public civilization became an important content to assessment civilized city. citizens' behaviour in public space constitute the urban public behavior literacy of a city. To a certain extent, it is the embodiment of citizen civilized quality, is the"window"to show the image of the city, which directly affects the"soft environment "and" soft power"of a city, it is an important force and resources for the development of a city. so strengthening the construction of urban public civilization becomes very important.This paper takes public civilization index for the study, using qualitative and quantitative methods to explore the relationship among public civilization, modernization, national quality, analyzes the factors of affecting public civilization index and puts forward some solutions, at last getting the following conclusions:the urban public civilization index is an important innovation in theory and practice, it makes the city public civilization quantified for improving citizens at the first time, and has an important role to upgrade"soft power". Of course, as an innovation, in theory and practice public civilization index must be also existed some shortages need to perfect gradually from the following aspects:(1) making the human modernization as the yardstick to establish unified standards of public civilization; (2) Setting the rank of public space; (3) rethinking the reflection of traditional culture, realize the transition from the traditional culture to modern in the changing of the national quality. (4) playing the leading role of government in the construction of current public civilization, and expanding the social participation in scope, outstanding the mass subject of citizens in public civilization construction, training public spirit. (5) to establish evaluation mechanism of public civilization index, strengthen the scientific and authoritative of public civilization indicator system.
