Every nation national culture is the labor crystallization that refined out of the long life and production process, also on the curriculum development in national regions with the material advantage. National groups should know how to exploit and utilize the national culture resources, in or to promote the development of the elementary education in national regions, which has become an urgent problem need to address. The study based on the elementary education reform in the 30 years' reform and opening policy of China as historical clues. The research selected five ethnic area schools as the research object, including "N" Middle School, "Y" Central Elementary School, "L" Experimental School, "A" Elementary School and "X" Middle School. This study took interviews and historical research as the main research methods, emphasizing the school textbooks, campus environment, class life, clothing apparel, values, dietary habits and other national culture, also collecting since 1978 the textbooks of middle and primary schools in Guangxi. By comparing minority folk life, language, behavior standards, social organization and values since the 30 years' reform and opening-up policy in Guangxi with the current performance, so that we can summarize the 5 national cultural factors' evolving laws in elementary education, and revealed the dialectical relations between elementary education and national culture. In the globalization process, no matter the lifestyle or people's value are both in the occurrence of a drastic change. This paper argues that cultural change is a normal phenomenon.Culture is relatively stable and balanced, but its development and change are absolute. We found the following conclusion with historical research and practical observation:1. The change of folk life gradually evolved in the process of economic transformation, cultural conflict and integration, the conflicts and fusion between traditional and modern folk, and the environment of rejection. Because of the social environment and the natural environment changes at anytime and anywhere, the folk life change exists on the speed in extent, non-synchronous unbalanced, and irreversible and bootable in direction.2. Language changes come out many characteristics due to the influence of Han people, such as Chinese characters are used in the widespread among Zhuang people, political ruling brought the prevalence of mandarin, the internationalities intermarriage between dialect and strong words accelerated the atrophy, national education are of comprehensive Chinese.3. Pupils' daily behavior standards and middle school students' daily behavior standards are considered as the rod and criteria of behavior in the primary education stage student. In the historical evolution process, the standard of conduct developed from political education color to the grand blueprint of social sustainable development as the center, also call out the Legal education, international education, and individuality development education etc in the new period of socialism, which are based on the patriotism education and traditional culture's regression.4. Social organizations as a cultural phenomenon are not only a kind of social change but also a kind of cultural change. Education content of social organization national culture dissemination prompted the contents of national cultural conflict, increasingly rich national cultural still exist, the "assimilation" and "fusion" hand in photograph reflect.5. As social changes of direction and the era of principle judgment, Values show us many change patterns, including the self and society, the utilitarian equal and moral unity, tradition and reform coexistence, multivariate and a dollar interactive between man and society in the process of organic interactive.Any human activities involve cultural significance. National culture and basic education is not independent of social environment. Because a nation's development, also need other national cultural communication and dialogue. The people engaged in all economic activity, political activities, science and technology activities as well as engaged in cultural activities. In this sense, all social content cultural exchange are symbiotic interactive. Similarly, the interaction between primary education and national cultural are not confined to their respective narrow field, but with the natural environment, political management, economic support, talent technology and the world culture. They all have closer ties with each other. Only we envisage the relationship between education and culture, can be properly handling their common development, and also help education make better choice and well disseminate in the traditional culture change.
