According to the fifth national census data in 2000, Liaoning province began to face the population dividends since 1982 and it will last until 2022. Comparing with the whole nation, both the beginning and the ending are earlier than other provinces. Our country's population dividends begin in 1990 and will finish in 2030. When Liaoning province stepped into population dividend in 2000, the bring-up rate is only 34.24%, far less than the standard 50%. Meanwhile, the Elderly population rate is almost 10.52% which brought a lot of pressure to the society and economic development. At the same time, because of the increasing of life expectancy and the improvement of health standard, more and more elderly people especially those early retired ones with high education degree have strong willing to continue to work. Therefore, making full use of these potential elderly human resources has become an effective tool to relieve the burden of the society and the lack of outstanding staff.Our study focuses on Liaoning province and uses population and economic methods to forecast the supplement and requirement of elderly human resource. We analyze its characteristics and development nowadays. Combining some foreign experience. From the social point of view, the reform of the retirement system, adjusting the industrial structure and other aspects of social concern; from the business point of view, the position in the design of older workers, compensation benefits, training methods and other aspects of the feasibility of providing a system level recommendations. Our study is divided into five parts:Chapter 1: Basic concept and theoretical foundation. We describe the concept of population dividends,elderly human resource and some relavant theories.Chapter2:Reviewing the situation and the impact of elderly population in Liaoning Province. We forcast and summarize the recent situation and then analyze the economic effect of it.Chapter 3: This part is the core of the whole paper. We forcast the supply and requirement of elderly human resource using population mode and analyze the possibility of its development.Chapter 4: Introduction of domestic and foreign experience which can provide some suggestion to the development of Liaoning province.Chapter 5: Conclution. Provide some suggestions on how to develop elderly human resource management.
