The Study Of Building Strong Higher Education In Hebei Province

Along with the implementation of China's strategy of building strong higher education, the local governments are attaching more importance to developing higher education as well. Hebei Province clearly sets its goal of becoming a strong province in terms of higher education in the Mid and long-term Master Plan for educational reformation and development 2010-2020, and this is significant for the province to revitalize its higher education. A province that has a strong higher education system should have several features as follows:1) possessing a relatively large scale higher education population; 2) serving the local communities right to their economic and social needs; 3) leading most of the other provinces in China regarding the quality of higher education; 4) having a group of famous national level universities in the province; 5) opening up to the outside world and having certain influence both domestically and internationally. To measure the levels (strong, medium and weak) of inter-province higher education systems, the features stated above should be taken into account and compared with each other thoroughly. In order to build a leading province in terms of higher education, it is important to compare, follow and catch up with the advanced provinces. This dissertation analyses the foundation of Hebei to build a strong higher education system within the province, states the goal of Hebei in its Mid and long-term Master Plan of educational reformation and development 2010-2020 regarding the construction of a strong higher education province, exams its problems and weakness and raises several solutions and suggestions. It is hoped that this dissertation may be helpful to Hebei Province in its first year to implement the Master Plan, and especially for its reformation and development on higher education in the future.
