California Higher Education In The Overall Plan For The Province Of Heilongjiang Higher Education,

In the Construction of Heilongjiang by Enhancing Higher Education initiated in 2008, problems such as the college location ambiguity, lack of innovation and service capabilities, conversion difficulties of science and technology achievements, rigidity of management system of higher education have been faced. From a systematic study of the Master Plan of Higher Education in California, experiences have been found helpful to solve our problems. The conclusion is that in order to promote the economic development of Heilongjiang province by enhancing higher education, we must promote the functional differentiation for better functional integration of higher education system, promote the coordination and cooperation of higher education system with political, economic and social system, and promote the establishment of information system, the consulting system to support the decision-making system.
