MBO, management by Objective, was initiated by the well-known American managerial theorist, Drucker in the 1950's. By separating organizational objective and personal objective, MBO synthesizes a number of managerial activities to achieve more comprehensive and effective management. It has been widely applauded and applied by the entrepreneurs in the western countries since 50 years ago and proved to be a fairly effective practice for enterprise management.Thanks to the introduction of MBO into the High School management, quite a few problems rooted in the previous "Plan Economy" have been resolved. At the same time, however, it brought about some new concerns, such as the confrontational relationship between the principal and the teachers, the simplification of administration, the drawback of the short-term practice, the imbalance and disharmony in school management, the stress burdened by the teachers, the profit-driven calculation and orientation, and etc.These problems are usually considered as the result of the exam-oriented education or the authoritarian manipulation of the principal. Admittedly, the two abovementioned factors could be responsible for the managerial problems of the middle school. Nevertheless, in light of the current situation that the management mode of today's high school in China is overwhelmingly "objective management", the author argued that the ineffectiveness, if not the failure of the "objective management" in high school should take the blame and therefore calls for rethinking and reflecting.The objective management can be generally divided into 4 stages:objective setting---objective implementation----objective evaluation-----objective feedback, among which objective setting serves as the first and the most important stage in objective management. As the core stage, it has a great impact on the effectiveness of the objective management in high schools. That is to say, objective management cannot be made possible without the effective objective setting. Therefore, it is natural to direct our attention to how the objective setting is implemented in the high schools, especially when problems have been identified in its objective management. This leads to the research into the objective setting in general high school education.The thesis consists of 5 chapters. In the first chapter, the topic proposal and the background, the theoretical values and practical significance of this thesis are set out; in the second chapter, the theoretical groundings for the objective setting of the high schools in our country has been explored from the prospective of managerial science. It starts with the conceptualization of the fundamental content and mutual relationship between objective and setting and based on which, the components of high school objective setting have been laid out. Then, the main features of reasonable objective setting for high school education are analyzed accordingly. In the third chapter, those most prominent problems that exist in the current objective setting in high school have been surveyed and investigated. In chapter 4, by means of cause analysis, the root problems have been identified and some effective measures conductive to the objective setting of school education are put forward. In chapter 5, based on the above-mentioned, conclusion is drawn.
