This essay directions the migrants in urban and rural services in the community and management. Analysis and elaboration of migrant background, causes, necessity and current status of. Pointed out that the current floating population service management community, there are still aspects of the following:Household registration system in case of absence of weakening, social security mechanisms are inadequate, and scientific management tools not suited to the plight of economic and social development.Migrants Sociology and economics of migration theory and the theory of community management are summarized and comb in this article. Some of the domestic experience and management practices were introduced and reviewed. Shanghai Pudong GaoDong Town are selected with migrants service management mode as a case study. Geographical composition, educational level, employment status of the migrants were investigated and analyzed. To safeguard the legitimate rights and interests of Migrants and prevent the type of the original management model described in terms of inadequate management of migrants to strengthen the need for the community, and to focus on practice management and to compare.In this paper, migrants of the community building on the positive and negative impacts analysis, from the employment system, housing supply mechanism, the social security system and the household registration system to explore four aspects of management of floating population problems.In view of Migrants service management problems and causes, this paper put forward the following targeted response:First, the implementation of Migrants of social management; second, uphold Migrants Basic public service management directions; Third, the government level, service-oriented management policy, to encourage participatory management; Fourth, explore the community to create a new service management model Migrants.
