The development of mobile communication has provided people with tremendous convenience in work and daily life as well. But the base station, as the essential infrastructure of the communication network, is severely rejected by the neighborhood for its byproduct as electromagnetic radiation. On one hand, people need the prevail service of mobile communication, but on the other hand, they oppose to build any base station in the neighbor, and thus lots of problem occurs in the construction of base stations. When facing with such self-contradictory situation, the administration should make balance between the public interest as for the communication service and private interest of the concerning of people's living condition. The paper will take the construction of base station as a case, using the theory of public choice and the theory of neo-institutional to find the dynamic equilibrium point between the public and private interest and make the best benefit for the whole. |
