Research On The Management Model Of Social Security Fund For Disabled Persons In China

Since the reform and opening-up, China's undertakings for disabled persons have obtained remarkable achievement. Nevertheless, along with all-round social progress and the perfecting of market economy, there are still many problems in the management of social security fund for the disabled. In the context of the Central Committee of the Communist Party of China and the State Council are accelerating the construction of social security system and service system for the disabled, the management of social security fund for disabled persons should be placed in a prominent position. And one of the prerequisites of effective management is to choose the right management model which is suitable for China's national conditions. But it is just the shortcomings of China's management of social security fund for disabled persons. And this subject has rarely been involved in domestic and overseas research. Therefore, based on analyzing the concept relating to the management of social security fund for disabled persons and summarizing related studies both domestic and overseas, this paper firstly reviews the development of the management of social security fund for disabled persons in China. By means of literature analysis and data analysis, this paper further discusses the problems existed in raising, expending, preserving, supervising, value appreciation and analyzes reasons. Then, this paper selects three countries, Britain, Germany and America, analyzes their unique management model of social security fund for disabled persons and summarizes some enlightenment. Finally, based on above research, this paper innovates the management, puts forward a basic framework and some specific implementation measures of constructing a new type of management model (the distributed management model) of social security fund for disabled persons in China.
