Since the reform and opening up of China, the economy and social undertakings in Inner Mongolia has made great progress. People's living condition has also progresses substantially. Since the China Western Development, the economy developed fast in Inner Mongolia and people's living standard have been greatly improved; it has become the model of the western national economic and social development. The past five years saw16.6%growth in Inner Mongolian Gross Domestic Product (GDP) every year, ranking the first in the country for several years. It can be said that the peoples of Inner Mongolia Autonomous Region have made fruitful achievement by up to60years of hard work.On the other hand, Inner Mongolia also has some problems. The rural and pastoral areas in Inner Mongolia Autonomous Region had vast area with large population. Accordingly, supply and demand of rural public products are imbalance in these areas. And their quantity and quality here are much lower than that of the city. With the continuous development of the rural economy and society, the rising demand for road transport, health care and other public products among farmers and herdsmen is also growing; however, the actual supply is in a serious shortage. If you do not attach importance to these problems, not only will China's problems concerning farmers, agriculture and rural area become more prominent, but also will bring about many social problems. As is mentioned above, due to its typical unique strategic position in the western region, the solution to the problem of inadequate supply of public products in Inner Mongolian rural areas not only has critical significance in the economic and social development, but also set a demonstration to other ethnic minority areas in western rural public products supply model, which has great political significance to a certain extent.On the perspective of current traditional rural public goods supply model in Inner Mongolia, although there is market supply model and third sector supply model, the government supply model is still dominant. In this mode, the government is an absolute, single independent supplying subject, almost all of the supplies of public goods come from the government, meanwhile other modes of supply only play complementary or supportive role. It relies on the Executive Order to provide a public works scheme. Practically, there are many drawbacks resulting in the imbalance, such as the structural imbalance in rural public goods supply and demand, supply inefficiency. The shortage of much-needed Public goods coming along with surplus of other goods perfectly demonstrated these drawbacks. The current study indicated that the main problem is monotonous supply mode.The reason of mentioned problem contains:lack of demand expression mechanism, urban and rural public goods supply system,"top-down" supply decision-making mechanism, the lack of effective oversight mechanisms. In order to effectively solve the problems existing in reality, thus the need for the problems caused by the imbalance of the status and operation of the Inner Mongolia rural public goods supply model and its causes in-depth analysis. Specifically, the main problems of Inner Mongolia rural public goods supply model can be attributed to a single supply mode, the performance of single supply main and the way, a single fund-raising methods and channels, the government's position in the supply of public goods, and unclear functions. Transition in China remains the monopoly of decision-making mechanism for the supply of public goods, the government as the only rural public goods, and other subjects the opportunity to participate in decision making, remove farmers' burden of public goods, local government as a single supply main, rely mainly on the mode of financing the fiscal transfer payment system, a source of funding of rural public goods supply facing the trend of shrinking, the government is unable to meet the public needs of rural areas. Mandatory supply the government supply mechanism tube dead to all the government is responsible for the allocation of funds, the price, and arrangements for production and business activities, is responsible for private gain or loss, which will inevitably lead to a bloated government agency functions confusion, overstaffing is bound to lead to the high cost of public goods supply in rural areas, and low efficiency.On the basis of discussion, the current article will propose corresponding policies to construct the public product supply mode in Inner Mongolia and pastoral areas, At the end of the article, the author starts from special reality basis of Rural Public Goods Supply in the Inner Mongolia Autonomous Region, discusses the guiding principles and ideas of the public goods supply model in Inner Mongolia agricultural and pastoral areas aim at inclusive development.
