Political Development Perspective Of Xiayuan Jiang Hani And Yi Dai Autonomous County Local Ngo

Political development is the change process of political system which around the state power as core toward a more advanced form, which makes the political system of structure, function and operation scientific, standardize and democratization including the shift of Almighty, totalitarian government to limited government, and so on. The rise of the NGO is a product of the change of state and society, its development and growth will inevitably produce a certain role in the process of political development, is democratic political development boosters. Minority areas of the local NGOS has great potential in promoting political development, provides an effective way to the masses of the ethnic autonomous county to participate in the activities of the national culture, promoting national unity. In recent years, local NGOS in national region to some extent make up for national autonomous government in the development of national culture which the area of government is weakness or no time to attend, made outstanding contributions to the development of ethic regions. In this paper, in order to examine the theories about NGO, also to represent the actual situation of promotion of NGO for political development, I conducted a study base on four local NGO in yuan jiang ha ni yi dai national autonomous.I surveyed the actual situation of ha ni culture association, yi culture and arts association, dai association, yin yuan bai association by some methods of felid survey,standard and empirical approach&. In the view of political development, I analyzed the important meaning of four local NGO for current and future political development by the theory of domestic and international NGO, just as assist in the transformation of political functions, improving government govern capacity, promoting the citizens'political participation, strengthening social of public power, nurturing democratic culture promoting national unity&.These local NGO had some encourage factors in promoting political development, just as the diversification of fund-raising way, fully highlight the ethnic characteristics, with government cooperation and exchanges, expanding the range of members of ethic. But there are still some obstacle factors in the promotion of political development, just as the awareness of political participation is not strong, lacking social environment of political participation, the impaction of government conception, lacking funds, the low degree of social cognition. In order to promote the process of local NGOS for political development,this article proposes several measures, such as changing the Party's governing style, transformation of government's administration to the implementation of collaborative, the establishment of the Party groups in the local NGO, government to give a stable financial support, strengthen self-construction of NGO, improve social recognition and trust, constructing local NGO external supervision mechanism.
