With the depending of Chinese market economic development, more attention was paid to the impact of poverty on children. The research of analyzing the impoverished children to explore, develop their ability to withstand external risks has become more and more important.The paper will use the DEV framework to introduce the status of children in family with Subsistence Security System with three dimensions:Deprivation, Exclusion and Vulnerability. The paper describes the resilience of children from their social support, hope and dreams and the construction of the meaning of poverty. The paper, using qualitative research methods, Explore the influence of family, school, community to children's resilience.It can be seen that though there is some deprivation, exclusion and vulnerability in children's lives, level of their resilience is not low, but high; and the social system is an important resource for their growth. The factors of family, school and community have combined effect on the level of resilience of children, and family factors play a very important role. Meanwhile, the children's growth mainly dependent on family, their resilience has great impact for their personal development. So creating positive conditions for improving children's resilience and their personal development from the perspective of developmental social policy is necessary by taking family policy, increasing the investment of education and integrating social resources.
