Report On Crime State Of Miao Nationality In County E Guizhou Province

Guizhou is a big concentrated area of nationalities. With a 17-thousand-square-kilometer land, there are 48 ethnic minorities living there except Han. About crime, minorities have different features and rules because of special economy, policies social contextual factors, traditional national cultures and customs. Therefore, according to its characters, rules and reasons, it's necessary to make initial drafts to control and prevent their crimes. We usually pay more attention on the study of custom laws of different nationalities, the legislation of regional autonomy, criminal policy and the history of legal system and so on. As for the analysis of the internal cause in crime and the control and prevention of crime, they are less touched during jurisprudence we have now.Guizhou Province, located western China is backward in economy. Due to a large population of ethnic minorities and distributed ghettos in Guizhou, their crimes have not only common traits, but also uniqueness. According to the analysis on the amount of crime, criminal type and offenders'information, we can find out the situation in crime of minorities isn't stable, a lot of crimes against property, most of criminals are teenagers, a small subset is recidivist, etc. On this basis, we sum up the reasons of their crimes from the three respects: home education, school education and social environment. Firstly, the families of Miao areas have no ability to improve their incomes on account of the disconnected environment, so they cannot ensure their basic needs. This induces the crime against property. Secondly, lacking of direction is the major reason why Miao people don't place great emphasis on education. Thirdly, being influenced by customs and habits, Miao only care about internal relationship but outside world. Their lifestyle cannot keep pace with the changing of their living environment is mainly caused by a lack of communication.To lower the crime rate of Miao, this paper offer a few suggestions: to model a decent home environment for teenagers, parents should improve their self-qualities;to form upstanding philosophy and sense of worth of students, strengthening education of Legal System and moral education in school is essential; preventing and controlling mechanism, intensifying public orders, building fair and just are best plans for making a harmonious social atmosphere.
