The Research On Influence Factors Of The Supply Of Public Goods In The Middle Of China From The Perspective Of Governance

Based on sorting out the history of the supply of public goods in rural areas of China, the paper chooses H town in Henan Province as a case study. Through the field surveys to obtain the real information of the supply of rural public goods, this study deeply unscrambles the phenomena of public goods supply in H town, from the perspective of rural governance. The path of interpretation to achieve, depends on the governance behavior analysis which the township government, villagers'self-governance organization and the peasants they three, how to represent in the rural governance. Why chooses the township government, villagers' self-governance organization and the peasants as the analysis objects? Because the main body of the structure of rural governance consists of the township government, villagers' self-governance organization and the peasants who also play an important role in the supply of rural public goods.On the basis of this, the paper roughly sketches out the internal veins of rural public goods supply in the middle of China, and simultaneously find the essential reason which restrict the development of the supply of rural public goods. The reason contains about pressure-based management system and the lack of country authority. And it also means that public goods supply in the rural areas expresses the problem within the rural governance structure. Therefore in order to improve the "weak constitution" and cure the persistent ailment existed in the supply of rural public goods, it must change the social structure in rural areas, reform the governance structure of local government and cultivate peasants'ability of democracy and self-governance. Only this way, the supply of public goods in rural areas can become healthier and go on the track of sound progress.
