| The history of mankind is a process to meet the challenge of crisis. along with the global economic integrative development, many uncertain factors have increased with the economic and social development. The frequency of crisis is higher and higher, the range is more and more wide, and the damage is more and more deep. In the 21st century, the public crisis that happened in worldwide repeatedly occurs. These public crises not only have suffered huge losses, but also affect the development in world political influence and economic. Chinese government also faces increasingly diverse crisis. Earthquake, snow, drought and other natural disasters still repeataily occur; public health and public security incident are often printable. The outbreak of these public crises has caused a large number of casualties and property losses. How to deal with public crisis better and promote the innovation of system and environmental changes are two of the topics the government faces under the new situation.Strengthening the research of public crisis, management has the following significance:in theory, through the research of governmental responsibility in public crisis management can point that the power of the government is from the people, and it must also be applied to the people. The basic purpose of government is to provide the environment and necessary condition for people's survival and development. As the provider of public services and managers of public affairs, the government must be on the social public safety. The research of public crisis management theory can help establishing the system architecture for the government crisis management, and laying foundations for the public crisis. This topic has certain theoretical meaning and academic research value. In practice, the performance of government in deal with the public crisis directly related to social stability and economic development. In the new period, public crisis exist in a number of different forms. The persistent research in prevention and treatment of various kinds of crisis are helpful in safeguarding the social order and the dealing with public crisis. In this part we mainly introduce the background and the meaning of topic selected. Then we summarize the literature in home and abroad, and introduce the basic thoughts and methods of the thesis public crisis. Lastly, we point out the innovation and the insufficiency in this study;The second part is the general overview of public crisis and public crisis management. We define the, related concept of crisis or public crisis, and rums up the characteristics of public crisis. We also explain the related theory about the rational choice;The third part is the experience that we should learn from the foreign government in public crisis management. We summarizes the experience in American, Japan, Canada and other countries, and we think we should shift public crisis management idea, optimizing crisis management system and the emergency plan and exercise system, speed up the construction in scientific, democratic and legal of the crisis management;In fourth part, we discuss the government responsibility first. We summarizes the expression that lack of government responsibility in our country. Then we discusses the problems that existing in dealing with public crisis of Chinese government. We also explore the reasons of those problems;The fifth part is a part for countermeasure and suggestion. We should strengthen our public crisis management especially in education and practicing in crisis response. We also should perfect the legal system of the crisis management and the organizational construction in public crisis management.
