Digital Library Applicable Statutory Licensing System

At present, digital library in my country is facing the copyright issues. It is mainly in the difficulties of obtaining mass authorized. The research of introducing statutory licensing system to digital library is the one way which is discovered. Library use statutory licensing system can be a good solution to the difficulties. Although some of the rights of copyright holders will be downgraded to remuneration, it protects the economic interests of right holders, and consistent with the normal rational person choose. In this paper, based on the argumentation of feasibility for library introducing statutory license in many ways and angles, design the statutory licensing system for our country library, and discuss library should take what kind of appropriate policies to the statutory license system.
