Study On The Policy Of China’s Tolling Free About Passenger Cars On The Expressway During Vacation Under The Perspective Of Ethics In Public Policy

With the reform and opening-up policy,the economy of China has grown rapidly,so as the industry of transportation.Up to the end of 2014,the total mileages to traffic of expressway reached to 112,000km that had already exceeded America to reach the 1St place in the world.The expressways are prevailing among the citizens who adore self drive tour.Whereas,all the expressways in China are turnpikes except some beltways in minority metropolis.Besides,some news constantly caught people’s eyes recently about the unreasonable charge of expressway.All the citizens eager to reduce the costs of traveling.So under this circumstance,on 24th July,2012 the State Council enacted the notice of<the embodiment of approval about expressway free charge during important festivals executed by department of transportation and other departments>,published the embodiment of tolling free about passenger cars during holidays.The phenomenon of tolling free of passenger cars during Chinese Spring Festival,2015 still existed indicates that the policy of "Free Tolling Expressway" has implemented for 4 yeas,executed 10 times.The "Free Tolling Expressway",is regarded as a public policy.It’s goal is to pursuit the public interests,in the final analysis,is to pursuit the interests of citizens.However,the makers are also citizens,so it is hard to avoid some mistakes that make the policy deviate from target.That will let public interests tend to become individual interests.This phenomenon can be called policy ethics anomie.The policy of "Free Tolling Expressway" whether has this problem or not and if it does exist how to improve it that will be the key point of this thesis.This essay will define the concepts among public policy,ethics policy and other relative contents at first.Then put forward the research mode of this essay---ethics policy research mode.To analysis the theory of this mode.As well as this essay will introduce the background and the current situation of "Free Tolling Expressway" and use the theory of ethics policy to analysis it and finally to find out some reasons of problems and compare them to the other foreign theories try to make relevant suggestions for improvement.What’s more,to expand the research idea of our ethics policy and improve it under the current policy of"Free Tolling Expressway".The first part is introduction.It describes the background of the selection and the significance of this subject.Then introduce the domestic and foreign research status.Then describe the research methods and innovation and drawbacks of this thesis.The second part is the definition and the theoretical analysis,it defines the public policy,policy ethics and other relevant concepts then put forward the mode of policy ethics and to analysis the basis theory and methods.The third part is to introduce the background and current situation of "Free Tolling Expressway",and use the mode of ethics policy to analysis this policy.According to the analysis of information literature this parts figures out the acceptable section of "Free Tolling Expressway" and the most important thing is to find out the problems in order to suggest some solutions.The forth part is to introduce some tolling problems of expressway in foreign countries.To introduce and analysis the policies of tolling expressway in foreign countries specifically and find out some decent points to use as references for our ethics policy’s improvement and modification.The fifth part is to introduce the strategies about the lack of ethics in "Free Tolling Expressway".This part mainly base on the analysis to suggest some improvements to the policy.The sixth part is to make a simple conclusion about this thesis,include the reiteration of the importance about the public ethics policy and outlook of "Free Tolling Expressway".
