In recent years, Developed countries such as the European Union and the United States who believe that taxing carbon emissions is imperative to reduce global warming draw the high attention of the developing countries who thought it's only a kind of protectionism pretext to protect the environment. The levy of carbon tariff will have a great impact in developing countries'overseas market, and make the export of foreign trade and domestic economic in trouble. Although China has a clearly standpoint, carbon tariffs as a new and controversial theory in international trading, is still worth researching.For so many questions, this paper firstly introduced the background of "carbon tariffs" and the attitude of all countries, which try to give a clear definition. On the other hand, it try to put forward corresponding countermeasure with the perspective of developing countries.
