Minnan Cultural And Ecological Protection Experimental Zone Government Behavior Research

At present building culture-ecological conservation area is still at its experimental and perfecting stage. The construction is not only an effective way to protect culture and ecology, but also boasts great significance in inheriting and promoting traditional national culture, intangible cultural heritage as well as enhancing the soft power of both nations and regions. Taking the Min'an culture and ecology preservation as an example, this essay discusses the economical and cultural value of Min'an culture as well as its distinguishing advantage in promoting the development of the cross-strait relations and accelerating the nation's peaceful unification. The essay also explores the necessity for the government to play a leading role in building Min'an culture-ecological conservation area. The author obtains the first-hand data by means of consulting documents, field survey and interview, and expounds the basic content of the construction of Min'an cultural and ecological conservation area concerning aspects of feature, form and content of Min'an culture as well as summarizing relevant achievements and experience, basing on a comprehensive approach of standard judgment and empirical analysis. In addition, the essay explors the constraints of the current cultural and ecological preservation, referring to the construction practice of cultural and ecological coneservation area of the old city of Quanzhou. Four kinds of problems are concluded: difficulty in implementing the government's leading role in grass roots; unsound law and regulations; controvercy in theory and difficulty in preserving intangible cultural heritage.By revealing the value of Minnan culture, the essay advocates that the government plays a leading part in the construction work. Minnan culture should be preserved, inherited and innovated better. These strategies are: plan in whole and develop in levels; attach much importance to cultivation of talents; carry out the sustainable development of tourist industry;the government dominates and the society participate; strenghen external interaction of Minnan culture;enhance the theoretical study of Minnan culture and promote construction of cultural and ecological conservation area.
