Along with China's rapid social and economic development, economic development needs and requirements of sustainable development mutual contradictions appear. Caused by rapid economic growth in the evolving environment carrying a small space, making China's natural disaster after another. As China is now in increasingly complex social conflicts, rapid population growth, carrying capacity of the natural environment, the gradual decline in cases, the interdependence of all social systems, crisis response body itself is constantly vulnerable, and its face is required for rapid change and uncertainty of the crisis scenarios.The occurrence of natural disasters, a country largely a test of crisis management system, such as the 2008 earthquake, earthquake in 2010 Kyushu, Zhou 2010 debris flow disaster response and relief, reform and opening up 30 years of rapid economic development in China poses a severe challenge. Therefore, governments at all levels how to take effective and timely measures to increasingly frequent and complex crisis, in particular, natural disasters and public crisis management has become the pre-control must face reality.This article is divided into five parts, in order to start the process of disaster crisis management, crisis management through the concept of public explanation, the foreign comparative analysis of the crisis management system, to address the shortcomings of crisis management, in-depth analysis of debris flow in China Zhou crisis the successful experience of management and problems, analysis of the crisis in the face of such public response to the timely and effective measures and operational efficiency, looking to build the ideal system of crisis management, thinking how to solve the natural disasters we have a public crisis, reasonable suggestion.
