The Problems And Countermeasures Of The Changing Of Government Roles In Process Of Agricultural Industrialization Of Our Country

Agricultural industrialization is the main way to resolve "three rural issues" of the governments at all and to promote the development of rural economy. But, In the process of promoting the industrialization of agriculture, the government administration behavior exist to varying degrees with Offside, absence, dislocation etc. There are certain role deviation.This paper mainly analyzes the unclear orientation of the government's role in the process of agricultural industrialization, and the cause of the problem. This study puts forward several countermeasures to realize the change in the role of the government in the process of agricultural industrialization in china.On the base of scientific clarification about agricultural industrialization and the role of the government. Authors drawn lessons from relevant academic achievements, This paper adopts the research approach of standards and actual case combination, vertical and horizontal combination, System analysis and economic analysis combination,and etc. Through the above research approach,this study discussed the following problems:the over-administrative intervention will causes governmental malfunction; the lack of support from the government and policy; related laws,legislations and institution guarantee are not complete; the shortcoming in service mechanism,society intermediary organization;. etc. In order to resolve these problems, this paper analyses the reason, which mainly stems from the administrative system,administrative performance evaluationlaws and regulations building.In order to scientifically fixing the role of the government in the process of agricultural industrialization, The author gives the following suggestions in the proeessof practie:deepen the reform of institutional,perfect the regulatory structures,transforming the government functions,create the investment mechanism,relate institutions must be developed and established.etc.
