Research On Local Government Behavior In Agricultural Industrialization

This paper mainly focuses on the five factors that local governments promote the development of agricultural industrialization.With a typical case of agricultural industrialization,it explores the logic and motivation of local government behavior,as well as the problems exposed by local government,and the causes of the problems.Based on this,it puts forward relevant policy recommendations,with a view to optimizing local government behavior.On the basis of reading and sorting out a large number of relevant documents,this paper selected a representative agricultural industry project in Y County,and made a field survey of the selected cases by using the author's convenience in the relevant agricultural departments.Through structural interviews,it conducted in-depth interviews with the relevant government personnel,villagers and business leaders.Agricultural industrialization is the only way to realize agricultural modernization.The weakness of agriculture and the risk of small-scale peasant management in the face of large markets give local governments the particularity of their role.However,no matter how special,local governments still need to exercise their functions and powers in accordance with the requirements of today's Society for the government.Local government behavior is the product of specific institutional environment.With the transformation of society,local government has greater autonomy.Does its behavior represent the public interest? Under the advocacy of building a service-oriented government,has the local government realized the role of "manager" to server?This paper holds that the local government vigorously promotes the development of agricultural industrialization.On the one hand,the motivation is for the development of the region,that is,for its public interests,on the other hand,for the economic man's characteristics to seek their own interests.Under the game of their own interests and public interests,local governments pay more attention to their own interests.There are local governments over-using administrative forces to promote agricultural development,neglecting the main position of farmers in agricultural industrialization,selectively implementing their policies,and inadequate provision of relevant services.The reason is that the system environment and the government's own concept lead to its behavior.Therefore,we should optimize the government's behavior from the system level,the government's own level and external effectivesupervision level,and establish a service-oriented government.
