City disabled community rehabilitation is realized as the goal of the urban disabled recover in. specific ways, but in the implementation process it has some shortcomings. The author do N city area B as the research object, the first area B is the disabled community rehabilitation demonstration area, its successful experience for reference for other areas; Second, the existence deficiency, also can be other areas for reference, avoiding in community rehabilitation service promotion process detours. The author got the first-hand material about the provided services and the special needs of disabled, through interviewing the disabled persons' federation system, community work personnel and disabled people which found that community rehabilitation service from the policy formulation and implementation on medical rehabilitation, greatly narrow in the community rehabilitation original rich connotation, although in vocational education and social rehabilitation, also made some effort, but not enough to meet the demand of the disabled. Judging from rehabilitation level and quality, targeted is not strong, rehabilitation process "mere skeleton" phenomenon seriously. After its reasons, including the government, inadequate understanding, capital investment strength small, evaluation system is not perfected and etc.
