| With the advancement of technology and the development of social productive forces, human beings have possessed unprecedented power to transform nature, which causes a fundamental change in the human relationship to nature, producing a series of sharp contradictions between resources, environment and population. Increasingly serious and complex environmental problems show that unconstrained human desire for natural resources is threatening the ecological balance. Environmental issues are public issues, environmental degradation requires the government to face up to the solution. In this context, the Chinese Communist Party put forward the scientific outlook on development and the construction of ecological civilization in the third plenary session of the sixteenth central committee and the seventeenth national congress. And promoting reform and innovation of government administration plays a key role in strengthening environment protection and constructing ecological civilization. Therefore, this paper proposes the idea of eco-administrative building in the administration's response to China's worsening environmental problems. The basic requirements of eco-administrative building are to make clear the role of the government in tackling ecological problems, to strengthen the mechanism and legal system compatible with environmental protection, to reconstruct administrative values and to balance good ecological environment and sustainable economic development from the starting point of intergenerational equity and harmony between man and nature.This paper is going to study several theoretical and practical issues of the construction of ecological administration for government, and put forward the conceiving and thinking of administrative system and organization reformation.It is guided by scientific concepts of development, from the high plane of ecological management for government. This paper adoptes deduce inductive phase combination, comparative analysis, the literature analysis and causal analysis method. The core problem discussed in this paper is how to promote the ecological administration in China.Up to now, our government has adopted various measures to improve environmental problems,while the achievements of it is not optimistic. The main reason is our government does not set up "ecological priority" administrative philosophy and doesn't construst the administrative management system which adapt to the ecological and the law of social development. So, after analyzing the main problems in promoting ecological administration in China. The paper provides four solutions which are proposed to cope with existing problems, namely, to establish ecological priority ecological administrative philosophy with the guidance of scientific concepts of development, to improve government performance evaluation system and establish a government ecological performance appraisal system, to improve the administrative system of China by strengthening the government's ecology management functions as the core, to improve ecological laws and administrative policies and establish and improve the ecological legal system.Initiated by building a service-oriented and ecological government, the research is aimed at proposing an administration system from the perspective of administrative reform, which is oriented to "ecological priority" and intergenerational equity and is targeted for addressing the ecological crisis brought about by the rapid development of economic and post-industrial society, with strengthening the functions of government in ecological administration as the main measure. Similar research has just begun, therefore, a more systematic and comprehensive discussion in theory has not been made, and further research needs to be done. The author expects to raise attention from more scholars on the subject to build an ecological administration system adequate for the condition of our country and provide a theoretical basis and practical guidance for our ecological administration. |
