The author think the petition system plays the role of'buffer'to resolve the present society contradictions and fits for the China's conditions. We should not debate on the petition system which has been used and should focus on the problems of implementing the petition system, which is the petition cases' disposing. Many problems happening in the process of the petition cases' disposing lead a series of society problems, such as law's authority reducting, the enhancing of person's power.The paper studies comprehensively the petition cases from 2005 to 2009 of Louxing district in Loudi and analyses contrastly the gross of petition, the reasons of petition, the age of the petition people, the disposing outcomes of petition cases, the identity of petition people, the time sect of petition cases. And it summarizes petition cases'9 pieces of time features:the large amount of petition cases, the clearly increasing of out-of-order petition, the comparatively focusing of petition, the invariability of main body of petition, the enhancing of person's power in the disposing of the petition cases, the unsuccessful disposing of deviant petition, the increasing of petition cost, the distinctness of petition by grasping the important opportunity, court and police are the focus of petition involving the law. Then the paper posts the he problems existing in the petition cases' disposing from three phrases by analysing these features. The problems include that petition organization has responsibility but no power and some documents have not been evaluated by the petition risk evalutation system before the petition cases' disposing; While in the middle of petition cases' disposing, the leaders can not attach importance to the petition, the tracing petition responsibility mechanism need improve on, the allied meeting system, the petition salvation system and the identify system to the inurbane petition have not been completely carried on and the work to decrease the innormal petition is not efficient; After petition cases' disposing, the problem is the ending procedure is not integrated. The problems existing the petition cases' disposing are the reflection of limitation of petition system itself. So we should resolve these problems from the headstream and the author puts forward the two-step assume. The first step is "resolve minor details":reforming the petition disposing measures, standardizating the petition disposing procedure, improving the efficiency of the petition disposing, decreasing the amount of the petition cases and out-of-order petition, which become serious and pressing.
