Studies On The Safeguard Mechanism Of Democratic Rights Of The Party Members

The normal exercise of democratic rights of the Party members is a beginning to achieve democracy within the Party, and also one of the basic requirements for the construction of a Marxist party, the realization degree of which is an important benchmark to measure the level of inner-Party democracy development. Therefore, the protection of the Party members to exercise the rights under the Party Constitution is the essence and core of the inner-Party Democracy.After the 14th National Congress of the CPC, the Communist Party of China has begun to promote the gradual transition of itself in order to respond to the new requirements of social change. As an important means and task of political transition, inner-Party democracy has been constantly developed while the Party is responding to the social requirements. Perceived from the relationship between rights of the Party members and inner-Party democracy, the exercise of democratic rights of the Party members is an important force to promote the transition of the political party itself. However, with the deepening transition of the political party, some deep potential systematic contradictions have become increasingly apparent in the safeguard of democratic rights of the Party members, which hampers the true realization of the rights of the Party members.Based on systematic theory, focusing on the mechanism construction, the Paper puts forward an innovative proposal involving the input mechanism, operation mechanism, output mechanism and feedback mechanism of safeguarding democratic rights of the Party members with the Party members'right to know, to vote, to participate and to supervise as the core, so as to make up for the systematic deficiencies of the transition period, to expect effective safeguard of democratic rights of the Party members, and to promote healthy and orderly development of the democratic process within the Party.The Paper is divided into four parts.In Partâ… , the reasons, significance and aim of this study are explained, the results of previous studies are retrieved, and the research methods used in this paper are introduced. In Part II, the relevant concepts of democratic rights of the Party members are explained, and the ideas of safeguarding democratic rights of the Party members proposed by classical Marxism writers and the central collective leadership of the CPC are combed, which is the theoretical basis of this study and also the logical beginning of this paper.In Part III, first, from the perspective of the amendment to the Party Constitution, the tortuous development process of safeguarding democratic rights of the Party members is combed; second, the main achievements in terms of the legal guarantee, typical model and system innovation of safeguarding democratic rights of the Party members are summarized; finally, around the "four rights" of the Party members, the existing problems in the safeguard of democratic rights of the Party members in China are pointed out, and the corresponding reasons are analyzed in terms of historical, conceptual and institutional perspectives.In Part IV, the practical necessity of building the safeguard mechanism for democratic rights of the Party members are analyzed and explained, aiming at the existing problems thereof, and the functions to be possessed by the mechanism are proposed, and finally, the innovative proposal of building the safeguard mechanism for democratic rights of the Party members are put forward.
