China's Rural Education In Socialist Concept Of Rule Of Law

Though a society governed by law may not be the most ideal society, it is a social conditions we always seek for in the history. The law emphasized respection of personal right, and protection of private property, and proposition the law uppermost in the society.Since the 1980s, with the development of opening up to the world, socialist economy should have a regulated trading to protect the legal advantage of main market players. Against this historical background, since the Founding of the People's Republic of China, according to the Experiences Legal System Establishment and the economic and political specific national conditions, the Fifteenth National Congress of the CPC clearly set up:"running state affairs according to law and building up a socialist country ruled by law."In 1999, Article 13 of The constitutional amendment added:"The People's Republic of China practices ruling the country in accordance with the law and building a socialist country of law."The legal construction was called government-leading rule-of-law. Although the National People's Congress and the standing committee made the important laws of china, because of the short term of the establishment of socialist market economy and the lacking of experience and also the Time of Social Transformation, plus the other things affected people to Form the Sense of Law, such as feudal autocracy, Special privilege and ruling of man plus the family consciousness. In 2006, Chinese Communist Party Central Committee clearly put forward carrying out the Education of Socialist Legal Concept on the biased of achievement of Universal Law Education, for accelerating the Process governed by law and increasing the consciousness of legal system. And the Conception of Socialist Role of Law was summarized as"rule of law , enforce the law for people, social fairness and justice and serving the overall interests".There are eight hundred million people remaining in the rural, which accounts for the majority of the total population of the country, and the educational level of these people generally lower than urban population let alone the Consciousness of Law .After introduction of the Idea of Money Worship into china, which mixed with Clan Force and the rottenness of A small number of Party members, seriously interfered with the progress of the local law enforcement authorities and perversion or obstruction of the course of justice, which made some of the people distrust the Socialism Law. So The Rural Socialism law Educational is the most important part of the The Conception of Socialist Role of Law, which Concerned overall situation and development.The concerning part The Rural Socialism law Educational is trying to explore the suitable education pattern and means, so makes people learn the important meaning of the law. This paper define the Core-concept of Legality and Rule of Law, legal education and rule of law and then analysis the meaning of the Conception Socialist Role of Law set up by the Party Central Committee with the theory of Marxism and the Chinese Practices.
