Within sixty years of China's founding, our country has made brilliant and remarkable achievements in economic construction and social development in various fields. On the other hand, the corruption problem accompanying the development of China has affected the social harmony and political stability. The Party and the government insisted on anti-corruption work as an important construction task, and unremittingly, anti-corruption efforts continuing to expand in depth.With the increasing popularity of the network in recent years, network anti-corruption policy gradually raised to the height of institutionalization. Just a dozen years, network anti-corruption has experienced three stages of development period:spontaneous stage; organization stage and institutionalization stage. Its rapid speed and growing scale of development provide a broad platform and foundation for China's anti-corruption work. Network anti-corruption is a "double-edged sword," which has a direct role to promote political democracy and anti-corruption, but also there may be dangers of "group polarization" and "network violence". Therefore, the institutionalization of corruption is a fundamental way to achieve positive health and sustainable development network, an important measure to establish a sound system for punishing and preventing corruption. The current network of corruption is in the key crossroads of institutionalization transition. On the one hand, the demand of network corruption system continued to grow, on the other hand, the supply of network corruption system is also increasing. However, in general, the current network corruption in China is still faced with ethical institutionalization, organization, technology, policy and other deep-seated difficulties. Ethical difficulty is mainly derived from the network identity crisis of citizenship; organizations difficulty mainly originate from institutional mechanisms barriers of the network communities that from the virtual to the real transformation; technical difficulties mainly reflected in the network information collection, a lack of transmission technology supervision; system difficulty is lack of legitimacy due to inadequate of anti-corruption laws and policies. Therefore, to achieve the institutionalization transition of network corruption, network corruption must be further clarified the nature of network power and belonging, define citizenship identities and their responsibilities and provide ethical support for institutionalized corruption. Network corruption must further establish and improve the organization mechanism for network citizens'political expression and public opinion participate, provide network security for institutionalizing network anti-corruption. It must establish and improve the information systems and technology platform of collection, collation, dissemination, feedback and management of report information, provide technical support for institutional corruption. And it also must establish and improve the system of related anti-corruption laws and policies in network corruption, offer institutional safeguards for institutionalization of network corruption.
