Institutionalization Of Sectoral Interests. Government Process Research

Interest is the only motivation of man's action, the pursuit of interests with the rapid development of the market economy also induced various negative factors.The government department, shuold represent public interests, deviate the value orientation, the pursuit of unfair interests is one of them. Government department is the government's specific forms, is a institution of the government formulate and implement policies, to manage public affairs,and to provide public services. It is represent government in the process of execution of public power, of course the public interests. But as a group, the government department has its own organization interests, members of the organization also have their respective slfe-interest. When the motives of pursuit interest collide with strong public power, the phenomenon generation is unavoidable that using public power seek self-interest, corruption and rent-seeking. Based on the government process, this article to study the departmental interests, distinguish between legitimate and illegitimate department interests, in order to research and solve the issue that department interests institutionalization produced by the pursuit of illegitimate department interests.This article is divided into six parts:the first part, introduces this article's topic source, research significance, domestic and foreign's research status, research content and methods. The second part I explain the government process, interest, public interest, and departmental interests, then define legitimate and illegitimate department interests,take this detailing the mechanism of department interest institutionalized mechanism. In the third part describ the influence of legitimate and illegitimate department interests, thus interpretation the direct harm of department interest institutionalized. The fourth part, I analyze the reason of department interest institutionalized from five aspects, including institutional change, the "economic man" hypothesis, information asymmetry, game loss, the imperfection of related system. The fifth part propose solutions,such as deepening the super-ministries reform, regulating financial management, promote e-government information public, the perfect system, anti-corruption.
