Gansu Province, The Functions Of The Provincial Industrial Complex Regulatory Agencies Evolution (1993-2009)

The administrative system reform is an important content of the reform of the political system, as well as the inevitable requirement of the objective law that superstructure adapts to economic foundation, throughout China's reform, opening up and socialist modernization construction process. Through deepening reform, further eliminate institutional obstacles, solve the prominent contradictions and problems of economic and social development, promote economic and social development, advance social harmony, and protect the people's interests better. Since the Party's Third Plenary Session of the Eleventh, China has successively in 1982,1988,1993,1998,2003 and 2008 carried out six of the administrative system reform. In China's reform and opening up has gone through 30 years today, accelerating the structural reform and speeding up construction of service-oriented government has become a focus of common concern to government and society apparently. Recalling the previous institutional reforms. Recalling the previous institutional reforms, we triumphed while continued varying degrees failure of the previous. Therefore, the timely summing up experiences and lessons of the past is in order to deepen institutional reforms to better and establish of service-oriented government. In particular after the Third Plenary Session of 14 decided to establish a socialist market economy, in order to adapt to the market economy development, the administrative system has constantly adjusted the positioning, escorted for economic development and reduced unnecessary constraints on economic development.As the less developed western provinces, Gansu Province also made the corresponding reforms of the provincial executive agencies according to the unified arrangements of the central authorities, in 1983,1988,1993,2001,2004 and 2009. Because Gansu Province lives in northwest China, the limitations of physical geography and ideological concepts result in the economic and social development being ranked the last few of the country. Therefore, how to combine our own situation through reform and contribute to faster economic development is becoming the top priority of government reform. Industry is an important industry to promote economic development, how to boost the economy development through industry is the main responsibilities of industrial economy sector which is in charge of industry,so as the governing body of the industrial economy, is the focus of every reform, but also the difficulty of it. This paper will start from the previous reforms of industrial management department of Gansu Province, focused on the evolution and the adoption of the functions of industrial integrated management department of Gansu Province since the establishment of the market economy; and explore how to change the functions of local governments well as correct positioning, in order to adapt to economic restructuring and service better for the economic and social.
